Phase Three: Indoor Dining Postponed

While indoor dining has been postponed by the Mayor and the Governor, outdoor dining remains in effect. Please note, however, that DOT has changed certain requirements for outdoor dining, and that City and State agencies will be conducting close observation and enforcement.

To the best of our knowledge, Phase Three reopening is still on schedule to begin on Monday, June 6 for personal care services, which includes:

  • Tattoo and piercing facilities 
  • Appearance enhancement practitioners 
  • Massage therapy 
  • Spas 
  • Cosmetology 
  • Nail specialty 
  • Ultraviolet (UV) and non-UV tanning or waxing 

Personal care services should review the Phase Three guidance on the Governor’s New York Forward plan, affirm that they have read the guidelines, and complete a business safety plan. Note that the City guidelines may be different. 

As new information about indoor dining in New York City becomes available, we will continue to update you. Due to the ever-changing nature of the pandemic and the City and State’s responses, be sure to check the New York Forward website and DOT’s open restaurants website for the most up-to-date information.
