Lincoln Square BID Issues an RFP for Public Safety Providers

On Monday, February 5, 2024, the Lincoln Square Business Improvement District (BID) released a Request for Proposal (RFP) for its Public Safety program. Please click here to download the RFP. 

We have received a few questions on the RFP for the Lincoln Square BID’s Public Safety program.  Please see the following questions that were emailed to the us as well as the Lincoln Square BID’s responses:

The RFP mentions an 'Account Manager'. Is this position a dedicated Account Manager? If so, is this a billable position, or should the cost be inclusive in the billing rate?

Answer: The Account Manager position is not a billable position; the cost should be included in the bill rate.

The RFP mentions 'Roving Field Supervisors'. Is this role a dedicated position, separate from the billed supervisors? If so, is this a billable position or, should the cost be inclusive in the billing rate?

Answer: The Roving Field Supervisors is not a billable position; the cost should be included in the bill rate.

Regarding alternative pricing for the vehicle and/or bike patrol: Is it the LSBID's intention to see the bike & vehicles as a separate line item, or should the equipment costs be inclusive in the bill rate for these positions?

Answer: Vehicle and bike patrols are something that we’re exploring as a potential option. We would like to see the pricing for vehicle and bike patrols as separate line items. Vehicle and bike patrols should not be included in the bill rate.  

According to the RFP: is performance bond required? If so , how much is the total amount required for the performance bond?

Answer: There is no mention of “performance bond” in the RFP. On page 19 of the Billing Rate Schedule in Appendix A – see attached – the cost of Fidelity Bond is requested.
