Public Comment Period on Congestion Pricing Begins on August 10

Congestion pricing, AKA the Central Business District (CBD) Tolling Program, is coming. The program was proposed in order to reduce traffic congestion in the Manhattan CBD, as well as generate revenue for future transportation improvements. Vehicles that enter or remain in Manhattan’s CBD would be tolled. The southern end of the Lincoln Square BID is on the border of the CBD, and we are rightfully concerned about the impact this will have on traffic and congestion in the neighborhood. Click here to read the Lincoln Square BID's statement regarding congestion pricing. 

On August 10, 2022, the Triborough Bridge & Tunnel Authority, the New York State Department of Transportation, the New York City Department of Transportation, and the Federal Highway Administration will release an Environmental Assessment (EA) of the proposed CBD Tolling Program, which will evaluate the effects of the program.

The EA will be available for public review in hardcopy in multiple locations throughout New York, New Jersey, and Connecticut, such as county libraries and county clerk offices. The official 30-day public comment period on the Environmental Assessment and the proposed Section 4(f) de minimis impact determination for the CBD Tolling Program will begin on August 10, 2022, and will close on September 9, 2022.

There will be six virtual Public Hearings to provide information and receive comments on the CBD Tolling Program Environmental Assessment on August 25, 27, 28, 29, 30, and 31, 2022.
